R. Gibson Pagter, Jr. was admitted to the California bar in 1984, specializing solely in bankruptcy and insolvency.   Born in California in 1959, is a shareholder and President of Pagter and Miller, A Professional Law Corporation located in Santa Ana, California. 

Mr. Pagter represents, or has represented, Debtors, Creditors, Shareholders, Trustees  and parties to lawsuits in Chapter 7, Chapter 11, 12 and Chapter 13 cases, and assists clients in non bankruptcy financial workouts.  He is admitted to practice before all California Courts, the United States District Courts of California for the Central, Southern, Northern and Eastern Districts, the United States Court of Appeals for the Ninth Circuit, and the United States Supreme Court.

He also has been admitted specially in bankruptcy courts from Alaska to Guam to Florida to New York.  He has been an expert witness in civil and criminal cases in both state and federal courts, focusing on bankruptcy issues, both in mediation and at trial.

Mr. Pagter is a Certified Specialist In Bankruptcy Law, The State Bar of California Board of Legal Specialization.

Harlene Miller has practiced law since 1990, specializing solely in bankruptcy and insolvency.  She is a shareholder of and managing attorney for Pagter and Miller, A Professional Law Corporation located in Santa Ana, California.  The firm, founded in 1979 by retired Bankruptcy Judge Ralph Pagter Sr., is one of the oldest law firms in Orange County specializing in bankruptcy law.

Ms. Miller represents Debtors, Creditors and Trustees in Chapter 7, Chapter 11 and Chapter 13 cases, and assists clients in financial workouts.  She is admitted to practice before all California Courts; the United States District Court of California, Central, Southern, Northern and Eastern Districts and the United States Court of Appeals for the Ninth Circuit.

Ms. Miller is a Certified Specialist in Bankruptcy Law through the California Board of Legal Specialization of the State Bar of California.

Ms. Miller has participated in numerous seminars at local colleges, in seminars and panel discussions regarding bankruptcy law, before the Orange County Trial Lawyers Association, and for business owners and accountants.  She has been an expert witness in several cases, focusing on bankruptcy issues, both in mediation and at trial.

Ms. Miller received her J.D. from Western State University, College of Law in 1989, where she participated on Law Review as Managing Editor and graduated with honors.  For fun, Ms. Miller has acted in several community theater productions in Orange County.
